After a period when apartment buyers made purchases mainly in peripheral cities, partly due to high interest rates and financing difficulties stemming from apartment prices, signs of a shift in demand trends are emerging in the housing market. While price declines were recorded in the Tel Aviv and Central districts, industry observers suggest that this adjustment is redirecting attention back to high-demand areas, accompanied by greater flexibility from developers and financing packages designed to encourage transactions.

Recent data released by the Central Bureau of Statistics indicate moderate declines in the housing price index, though the regional picture is not uniform. For example, at the start of the year the Tel Aviv district recorded an annual drop in apartment prices of 5.1 percent, the Central district saw a decline of 3.1 percent, while Jerusalem posted a rise of 4 percent, the North rose 2.2 percent, Haifa increased 0.5 percent and the South gained 0.4 percent.

Real estate professionals believe the gaps between regions largely reflect a correction after an unusual stretch in which the high-interest environment pushed some buyers toward lower-priced areas. During that time, they note, the primary consideration for many was not necessarily location quality or appreciation potential but rather the ability to meet the purchase price and mortgage payments.

Sales figures reinforce the emerging shift, according to industry sources. Central Bureau of Statistics data show that over the past year Tel Aviv-Yafo led the list of localities in new apartment sales, albeit with an overall drop in transactions, even as the broader market experienced relatively subdued activity and a high inventory of unsold new units. The Finance Ministry chief economist's review also pointed to a cautious market: total transactions fell and contractor sales alone dropped sharply.

Nadav Bariach, CEO of Bay Real Estate, explains that "in recent years Israel developed a market of 'buying where possible.' Buyers who wanted to live in the center or sought properties in high-demand zones were pushed out by interest rates, equity requirements and monthly repayments. This created strong demand in areas where the absolute apartment price was lower, yet demand for the center never vanished - it was merely postponed."

He adds that the recorded price drops in high-demand zones are not necessarily a sign of weakness but may instead offer a fresh entry point for buyers. "When apartment prices in the center adjust downward and developers offer more flexible payment terms, buyers return to asking the right question - not only how much the apartment costs, but where it is located and what its long-term value is," he said.

He observes that the fact the market has not yet reached high activity levels makes the data particularly interesting. "We are not seeing a rush, but rather a sober return. The 2026 buyer is more cautious, checks more thoroughly and compares more options, yet when an opportunity arises in a genuine high-demand area, that buyer returns to the table."

Ran Yanai, CEO and partner at C.P. Construction Company, believes the current period creates opportunities for buyers, especially in Tel Aviv and the center where significant inventory of new apartments exists. Many companies, he says, are now offering financing deals and incentives to ease purchases, though the window may be limited. "Some buyers believe prices will keep falling, but construction costs are already very high, making substantial further declines unlikely. As interest rates ease and more buyers re-enter the market, incentives are expected to shrink," he said.

Appraiser Shmuel Cohen, CEO and owner of S.K. Real Estate Appraisal, also highlights the bargaining power now held by buyers. "According to Central Bureau of Statistics data, more than half of the new apartments still available for sale are concentrated in the Tel Aviv and Central districts. This large inventory gives buyers significant leverage with developers. Beyond price reductions, current incentives can be worth tens or even hundreds of thousands of shekels, including specification upgrades, furniture vouchers and special financing tracks. Therefore, even those who previously thought they could not purchase in high-demand areas may find that conditions have changed."

Industry sources say the overall data indicate the market is undergoing a change in the nature of demand. After a stretch when decisions were driven mainly by financing constraints and entry prices, buyers are gradually returning to long-term considerations of location, accessibility, liquidity and value preservation. If the interest-rate environment continues to stabilize, they expect high-demand areas to regain a significant share of housing-market activity.
